REACH (Registration, Evaluation, Authorization and
Restriction of Chemicals)
The REACH regulation means that an importer of chemical substances or
preparations is obligated to register all chemical substances and preparations
that are imported to EU in quantity of at least 1000 kg yearly. REACH differs
between substance, preparation and articles. A chemical substance is for example
silver, oxygen and ethanol. A preparation means a mixture or solution composed
of two or more substances. A product like a PLC, HMI or LCD is not a chemical
substance/preparation but an article, i.e. an object that during production is
given a special shape, surface or design which determines its function to a
greater degree than does its chemical composition.
Beijer Electronics is an importer of articles.
A registration (Article 7.1) of substances in articles is obligatory for an
article producer or importer only if the following conditions are met: • The
substances are intended to be released from the produced or imported article(s)
during normal and reasonable foreseeable conditions of use • The total amount
of the substance present in the articles with intended releases produced and/or
imported by that actor exceeds 1 tonne per year per producer or importer.
Beijer Electronics do not fulfil any of these conditions; hence
registration is not an issue.
A notification (Article 7.2) of substances in articles is obligatory for an
article producer or importer if substances of very high concern are present in
articles above a concentration limit of 0.1% weight by weight and present above
1 tonne per year.
Beijer Electronics are co-operating with suppliers to ensure articles do not
include any substances from ECHA’s candidate list for authorisation (SVHC). In
the event of articles containing substances included in the candidate list for
authorisation in a concentration above 0,1% (w/w) Beijer Electronics will
provide information to recipients of the articles and minimum state the name of
the substance (Article 33).
1st of June 2011 is deadline for notification of substances of very high
concern to ECHA.
